Estudio exploratorio sobre el número de solicitudes de acceso a la información y reclamaciones a nivel internacional comparado

Un pilar de la transparencia es el derecho de los ciudadanos de solicitar información de sus gobiernos, con la posibilidad de reclamar en caso de recibir respuestas insatisfactorias. Para 2020, 127 países aprobaron Leyes de Acceso a la Información, y 92 crearon órganos de control para conocer las reclamaciones. La literatura señala que, en teoría, el número de solicitudes y reclamaciones podrían ser variables para medir la transparencia de los países. Sin embargo, se desconoce cuál sería la tasa media o estándar a nivel comparado. Utilizando datos de los informes anuales de los órganos de control y de población, se ha obtenido que tasa media de solicitudes a nivel comparado es 420 al año/100.000 habitantes, la tasa media de reclamaciones es 20 al año/100.000 habitantes, y la tasa media de solicitudes exitosas es 89%. Estas variables no están asociadas a otros factores de transparencia, como ingreso y libertad de prensa.
